Zaizen... the mysteriously cold leader of STN-J. He's one of the higher-ups in the Solomon organization, and he's usually seen talking with Amon in his office. Zaizen also seems to have his own personal agenda against Witches, and appears to know more than he shares about the substance Orbo with the witch hunters.

Zaizen has a daughter... Touko, Amon's girlfriend. Apparently, they don't communicate with each other very often for unknown reasons. However, he manages to convince Touko to let Robin stay with her until the failed attack on her in episode 14.

After STN-J is attacked in episode 15, Zaizen seems to 'disappear' from Raven's Flat, making a new office location in Factory, where the 'humanely hunted' Witches are taken and Orbo is produced.

Zaizen has this personal vendetta against witches, and wishes to replace Solomon/STN-J's Craft-using witch hunters with normal humans armed with Orbo, the substance created from the witches they hunt. He hates the fact Witches exist, and says that they are not meant to be the successors of mankind due to a genetic anomaly that virtually wiped them out thousands of years ago. As for the Orbo, Zaizen authorized its creation using Toudou Hiroshi's research on the Project Robin genetic experiments. He tries to use the 'purest' Orbo against Robin in vain, as she simply burns the globs fired at her up with her heightened Craft. Robin fries him to a crisp after he tries to escape via the elevator.
