The inquisitor who comes to Japan from Solomon HQ in episode 13 to conduct an "Inquisition" on Shiro Masuda, who was under STN-J survelliance at the time. His job is to determine whether a known witch has the potential to be trained and used as a hunter for Solomon's witch-hunting branches by observing the candidate and analyzing his answers to questions--this process is called a "Witch Inquiry." Inquisitor Koushon was the same man who conducted Robin's Witch Inquiry.

Karasuma explains in the episode that Solomon uses different techiques to find the hunter candidates, mainly through the use of a computer's AI up to a certain point, but then the final decision lies in the hands of the Inquistors by how a witch thinks during the Inquiry.
