Kosaka is the main supervisory-type person who actually spends time in STN-J and does most of the interaction with the hunters. He... well, he acts like a boss and is second only to Zaizen on the STN-J totem pole. Kosaka is often seen ordering his assistant/secretary around near his private 'office' (It's more like a sectioned-off corner of the room where STN-J office), or berating Doujima on her behavior and tardiness. Doujima, however, often ignores him and this causes him to get angrier with her. Later in in the series we find that Kosaka has some connection to the local police, and we see him asking favors from the police commissioner when he needs them done.

After the attack on STN-J in episode 15, Kosaka begins investigating Solomon and Zaizen's true purpose at the Factory, eventually organizing and leading a revolt against Solomon. At the end of the series, Kosaka succeeds Zaizen as director of STN-J.
